His Eminence Metropolitan Emmanuel has been recently notified by the Secretary-General of the Holy Synod of the Ecumenical Patriarchate, the Very Rev. Archimandrite Bartholemew, that the Holy Synod has entrusted him with provisional responsibility for the Exarchate, in accordance with the request for this in the letter of 6 April following the Diocesan Assembly in Paris on 30 March 2013.

The Diocesan Assembly of the Archdiocese met on Saturday, March 30, 2013, in Paris, in the St. Alexander Nevsky Cathedral. It was attended by 188 clergy and lay delegates from the parishes and communities.
On Sunday 13 March, His Eminence of the Locum tenens of the Archiepiscopal throne, Metropolitan Emmanuel celebrated the Divine Liturgy at the St Alexander Nevsky cathedral in Paris. This is his homily.

The Archdiocesan Council met on Wednesday 6 March 2013 under the chairmanship of His Eminence the Locum tenens of the Archiepiscopal throne, Metropolitan Emmanuel, following an audience by a delegation of Council members with His Holiness the Ecumenical Patriarch Bartholemew in Constantinople on Saturday 23 February 2013.
The Archdiocesan Council met on the 13 February 2013, under the chairmanship of His Eminence of the Locum tenens, Metropolitan Emmanuel. Among points discussed where: 1. Preparation for the EGA The Council looked at the state of readiness for the Diocesan Assmbly and set out some practical arrangements for the running of this Assembly which is to be held at the St Alexander Nevsky cathedral in Paris on the 29th and 30th of March (cf. communiqué n° 02-13).
